Designing a Scalable Digital Government Platform
Creating a unified design system and digital experience for Portal Único, enabling government services to be delivered through a consistent, accessible, and scalable platform.

Background
Portal Único is a national digital platform designed to centralize access to public services for citizens and businesses. The initiative aims to simplify how users interact with government services by bringing multiple processes and information sources into a single digital environment.
To support this vision, the platform required a cohesive user experience capable of serving a wide range of services while remaining easy to navigate, accessible, and scalable over time.
Our team was responsible for designing the design system that would serve as the foundation of the platform and using it to build both public-facing pages and authenticated service interfaces.


Challenge
The main challenge was creating a consistent digital experience across a platform that would support many different services, user journeys, and types of information.
Government platforms often evolve through separate projects, which can result in fragmented interfaces, duplicated UI patterns, and inconsistent navigation structures.
For Portal Único, it was essential to establish a unified framework that could:
- Ensure consistency across all pages and services
- Provide reusable components for designers and developers
- Support accessibility and usability standards
- Enable faster development of new services
- Maintain flexibility as the platform evolves
Rather than designing individual pages independently, the project required a structured approach that could support long-term scalability.


Approach
We adopted a design-system-first approach, focusing on building the foundation before designing individual interfaces.
The first step was defining the core design foundations, including typography, color systems, spacing rules, layout structures, and accessibility principles. These elements established the visual and functional language of the platform.
On top of these foundations, we created a modular component library that included navigation patterns, form elements, content containers, notifications, filters, and interactive elements. Each component was designed to be flexible and reusable across different contexts within the platform.
The design system was documented and structured to support collaboration between designers and developers, ensuring that components could be consistently implemented across the product.
Once the system was established, we used these components to build the platform’s interfaces, including both public pages and authenticated service environments. This ensured that all parts of the platform shared the same design logic and interaction patterns.


The result
The result is a scalable digital platform built on a unified design system that enables consistent and efficient development of government services.
By using reusable components and standardized interaction patterns, the platform provides a cohesive experience across all pages and services. This approach also simplifies future development, allowing new services to be integrated quickly while maintaining visual and functional consistency.
